Consultants for Testing of Green Hydrogen Projects in accordance with the Green Hydrogen Standard.

Procurement notice  

The Green Hydrogen Organisation plans to enter into several call-down agreements for consultants to undertake desk-based testing of green hydrogen projects in accordance with the Green Hydrogen Standard (see ToRs for the project attached).  

The consultant/s must be a reputable company/one or more individual(s) with proven expertise and competence in similar assessments. The consultant will need to possess the following competencies: 

  • Expertise and industry experience in greenhouse gas emissions assessment and sustainability appraisal in accordance with global best practice.  

  • Familiarity with the development of green hydrogen projects and the associated renewable energy infrastructure. 

  • Proven experience in project appraisal in developing and emerging economies, including conducting consultations with government, industry and civil society organizations. 

  • Advanced written and communication skills in English. The capacity to undertake assessments in other languages, especially French and Spanish, would be advantageous.  

The consultants will be selected following a quality- and cost-based selection procedure. 

Interested parties should submit a proposal (maximum 10 pages), outlining:  

(a) the qualifications and experience of the firm / consultants, including an outline of similar assignments undertaken by the firm / consultants.  

(b) a proposed methodology and work plan for undertaking project appraisals in accordance with the Terms of Reference. 

(c) a financial proposal, clearly indicating a daily rate for each consultant, inclusive of all costs and applicable taxes. The financial proposal should clearly differentiate fees from any other reimbursable expenses.  

The consultant should disclose any potential or actual conflicts of interest.
