Green Hydrogen Vision

Cambodia's green hydrogen vision is centred around harnessing its renewable energy resources to transition towards a sustainable, low-carbon future while addressing energy security challenges and economic development. With its significant potential for solar and hydropower generation, Cambodia aims to develop green hydrogen as a cornerstone of its energy transformation. The country envisions leveraging green hydrogen to decarbonise key sectors such as transportation, industry, and power generation, mainly targeting areas where direct electrification is not feasible. Green hydrogen offers Cambodia an opportunity to reduce its reliance on imported fossil fuels, which currently dominate its energy mix, and to enhance energy resilience against price volatility and supply disruptions.

As part of its vision, Cambodia plans to integrate hydrogen into its transportation system, replacing diesel and gasoline in heavy vehicles, buses, and maritime transport while exploring its use in industrial applications like cement and fertiliser production. Furthermore, Cambodia recognises the potential for green hydrogen as a long-term energy storage solution, stabilising the grid as renewable energy penetration increases. The government fosters partnerships with international stakeholders to develop the necessary infrastructure, attract investments, and ensure knowledge transfer for a robust hydrogen economy. By advancing policies and research to reduce costs and accelerate deployment, Cambodia aims to position itself as a regional leader in green hydrogen production, contributing to global decarbonisation efforts while driving domestic economic growth, technological innovation, and job creation.

Policy Spotlight

The Kingdom of Cambodia has partnered with HDF Energy, a global leader in hydrogen infrastructure, to integrate green hydrogen solutions into its national power sector. This collaboration, formalised through a Memorandum of Understanding (MoU) between Cambodia's Ministry of Mines and Energy (MME) and HDF Energy, marks a significant step in Cambodia's transition toward a sustainable energy future. The partnership focuses on conducting feasibility studies to develop multi-megawatt Renewstable® hydrogen power plants, which integrate intermittent renewable energy sources like solar and hydro with on-site green hydrogen storage. These facilities aim to provide 24/7 stable baseload power, replacing traditional fossil fuel plants and supporting Cambodia's Power Development Plan (2022–2040).

Cambodia faces challenges in achieving carbon neutrality due to its reliance on coal, hydropower, and imported fossil fuels. The collaboration seeks to address these issues by leveraging HDF Energy's expertise to optimize Cambodia's energy mix, reduce greenhouse gas emissions, and enhance energy security. Renewstable® plants will help Cambodia maximise its renewable energy potential while ensuring a stable and sustainable energy supply for its growing electricity demand. This partnership aligns with Cambodia's commitment to providing clean and reliable energy to its citizens. It underscores the country's ambition to become a leader in green energy adoption within the region.
