Green Hydrogen Vision
Uzbekistan envisions green hydrogen as a key component of its energy transition strategy, aiming to harness its abundant solar and wind resources to produce clean hydrogen for domestic use and export. The country aspires to decarbonise its economy by integrating green hydrogen into industries like energy, transportation, and manufacturing while reducing its reliance on fossil fuels. Uzbekistan’s vision includes fostering innovation, building hydrogen infrastructure, and attracting international investments to establish itself as a regional hub for green hydrogen production. Through these efforts, Uzbekistan aims to contribute to global climate goals and drive sustainable economic growth.

Policy and Project Spotlight
- The European Bank for Reconstruction and Development (EBRD) is facilitating the decarbonisation of fertiliser production and power generation in Uzbekistan through financing a pilot renewable hydrogen facility. This facility will include a 20 MW electrolyser and a new 52 MW wind power plant. The facility aims to generate as much as 3,000 tonnes of renewable hydrogen each year and decrease yearly CO2 emissions by approximately 22,000 tonnes.
- USAID has launched a new initiative to support Uzbekistan’s clean energy goals, specifically by creating a Green Hydrogen Hub. The country has established a target of 25 per cent renewable energy generation (from solar, wind, and hydro sources) by 2030, aiming for carbon neutrality by 2050. To assist the government in reaching these objectives, USAID is collaborating with the Ministry of Energy and various stakeholders in the energy sector to establish the Green Hydrogen Hub. This Hub will enhance the energy sector workforce’s skills in innovative clean energy technologies, shaping the future energy landscape of the region and aiding in the implementation of Uzbekistan’s strategy for the Development of Renewable and Hydrogen Energy.
Financing
As part of the pilot project, the EBRD has offered a financial package of US$ 65 million (€ 58 million) to ACWA Power UKS Green H2 for the development, design, construction and operation of the facility. This special purpose company is jointly owned by ACWA Power (an international developer, investor, co-owner and operator of a portfolio of power generation and desalinated water production plants) and Uzkimyosanoat (UKS), a holding company of state-owned chemical enterprises in Uzbekistan.
