The International Green Hydrogen Centre of Excellence — “The Cairo Centre”

The International Green Hydrogen Centre of Excellence, “The Cairo Centre,” is a collaboration between Nile University and the Green Hydrogen Organisation (GH2), with close involvement of the Egyptian government through three nominated board members. Established by government decree in February 2024 through Egypt’s Green Hydrogen Council and launched at the Egypt–EU Investment Forum in June 2024, the Centre is a regional hub for policy, investment, and capacity-building in green hydrogen and ammonia.

The Cairo Centre serves as the Secretariat to the Africa Green Hydrogen Alliance (AGHA), collaborating with institutional partners including the UNFCCC High-Level Champions, African Development Bank (AfDB), African Union Development Agency (AUDA-NEPAD), and the United Nations Economic Commission for Africa (UNECA). Through this partnership, the Centre and AGHA facilitate multilateral cooperation in Africa and foster an enabling environment for a just green hydrogen economy. 

Value Proposition and Objectives 


The Cairo Centre turns Egypt’s and the region’s green hydrogen ambitions into bankable, inclusive opportunities. It brings together governments, DFIs, corporate leaders, and technical experts to: 

  • Secure bankable offtake structures 

  • Support job-rich industrial decarbonisation 

  • Strengthen fiscal stability and investor confidence 

The model prioritises socio-economic returns over extractive approaches. 

Value of the Cairo Centre


Strategic Workstreams 2025–2026 

  1. Local economic development — decarbonising fertilisers, steel, shipping fuels, and hydrogen derivatives in line with Egypt’s incentives law. 
  2. In-country hydrogen use — fiscal tools, economic zones, and offtake models to retain value locally. 
  3. Regional coordination — policy briefs, bilateral exchanges, and technical workshops through AGHA. 
  4. Skills and capacity — SME integration and technical training for early-career professionals. 
     

Key objectives: 

  • De-risk investment and offtake through fiscal reform, concessional finance, and bankability templates. 

  • Build competitive value chains by mapping SMEs, closing skills gaps, and aligning certification to global standards. 

  • Create a public–private platform for deployment through the Renewables and Green Hydrogen Egypt (RGH2E) coalition.
